2024 is a key election year in more than 64 countries around the world, and climate change has already risen to the forefront of the political landscape. Here in California, eight in ten adults and likely voters have named climate change as a top concern.

Ahead of the November elections, several significant policy decisions related to our collective climate future are set to be voted on by our state legislature this summer. In the coming weeks, the California state government will make key decisions on the future of three bills intended to leverage penalties on California’s largest climate polluters, climate resilient “green” schoolyards, and pollutant warning labels for gas stoves. These are just a few examples of how our elected representatives can influence our day-to-day climate realities.

We encourage all eligible Californians to register to vote, and to make your voice heard on climate issues through civic and community engagement. Not sure where to start? Check out Acterra’s Advocacy page for more information on how to accelerate an equitable transition to a sustainable future.

State Updates

The state legislature is gearing up for its busiest time of the year, when the fate of many current bills will be decided before the July 3 summer recess.

In good news, this week the State Senate approved SB 1374 (Becker) in a 28-7 vote to restore the ability of renters, schools, and farms to benefit from rooftop solar by aggregating their load if they have multiple meters. The bill now moves to the Assembly. Bill summary

As of this week, SB 1221 (Min) is also headed to the Assembly. This bill requires the California Public Utilities Commission (CPUC) to oversee the creation of up to 30 zero-emissions pilot projects to serve as “priority neighborhood decarbonization zones.”  It allows gas lines to be capped in these small-scale zones “if the commission determines that adequate substitute energy service is reasonably available” to its customer base. There are some details to note, but overall it appears positive for decarbonization advocates. Bill summary

Many energy justice advocates are dismayed that AB 1999 died before coming to a vote. In its absence, the CPUC proposal will go through, so that most customers of PG&E, Southern California Edison and San Diego Gas & Electric will be charged a fixed monthly fee of $24.15 to take effect in late 2025 or early 2026). Certain income-qualified fee discounts would apply for CARE or FERA customers. Rates for electricity use, meanwhile, will fall on average by about 11%. Read more (SF Chronicle)

EV Charging for All Coalition Updates

California's state building code is getting updated and the time has come to weigh in with public comment. This week EVCAC is preparing a sign-on letter directed at the Department of Housing and Community Development (HCD) which will address EV infrastructure both in this CALGreen code cycle and the next. There's much to praise in the proposed code language, but we also want to send HCD a strong, unapologetic reminder of several key areas where much more could be done to encourage equitable and affordable access to EV charging: new residential buildings (e.g., parking lifts, single-family, and multi-family — especially unassigned parking), plus clarifications on existing residential building. Please be on the lookout for a call to action to sign on to the EVCAC letter and submit individual comments to spread awareness about the need for equitable access to EV charging for all CA residents. If you're not already subscribed to the EVCAC list, email Wendy (Coalition & Project Senior Manager) to get plugged into the latest updates.

Curious about the El Palo Alto tree in Palo Alto? Watch this documentary to learn more! In the quiet suburbs of Palo Alto lies a redwood tree that defines the city, community, and culture. Though it once towered over the valley, it now sits hidden to many. Most people here have no idea where the tree stands now, and how it has affected most people's lives. Jimmy Tsai was inspired to bring some awareness to local history and to inspire more curiosity in our surrounding community.
